Discount with VAT

Hi When I create a price discount with the various rules via the plugin I can't decide whether to apply the discount with VAT, currently it is without VAT, a condition is enough for the function

$cart->add_fee( 'discount' , -10, false); <-- ok for me

I ask for the possibility of having the option in the sellkit module
